Political View: Arthur is a loyal member of the Order, believes in the Ministry of Magic and it’s ability to be a force for good, even if it’s currently a corrupt, bureaucratic mess. Arthur’s also rather fond of muggles, and has never held any truck with the pureblood ideology.

Personality

Arthur is, heart and soul, a family man. His wife and children are the centre of his world, and it wouldn’t even occur to him that it could be another way. The worst thing in the world to him (other than their deaths) would be for them to be unhappy. He dotes on Molly, and indulges the kids as much as he can – he always left things like discipline up to Molly, as far as he could, though it was him who spoke out about Percy’s promotion. Arthur’s always had a sunny and optimistic disposition – even at the darkest periods of the war, he didn’t dwell on it, but worked to make things brighter, where he could. He’s kind and affectionate, and appears to get along with almost everyone (bar people like Lucius, of course…) He appears to have been well-regarded by most everyone else, which doesn’t suggest an antagonistic or offensive nature, even if people felt he was a bit eccentric, even for a wizard.

Psychology

Introvert/Extrovert: Outgoing and expansive. Arthur likes people, and likes to be around them. He’ll happily drag the bewildered Grangers off for a drink, or try to make nice with the Dursleys. He’s not an explosive extrovert, or entirely comfortable as the centre of attention, but he couldn’t be called shy and retiring.
Boggart: Much like Molly’s, his Boggart is the death of his family.
Patronus: Arthur’s patronus is a dog. No particular breed – It's some sort of largish mutt, and more friendly and approachable than noble, scary or aggressive, but absolutely defensive of it’s family. Much like Arthur.
Lifestyle

Financial Status: For a long time, the Weasleys were poor. Arthur didn’t exactly help this by being no good with money. Kids are expensive at the best of times, and the civil service generally doesn’t pay well. Arthur has the infuriating habit of spending money when he shouldn’t – e.g., buying the Grangers a drink, when they couldn’t really afford school supplies for the children. He relies on Molly to hold the purse strings. Now that the kids are out of school and supporting themselves, he and Molly have more money for themselves, and can afford to treat themselves on occasion.
Family

Parents: Cedrella and Septimus Weasley
Siblings: Billius and John

Arthur was close to his parents, and had a happy childhood. His parent’s marriage was against the wishes of Cedrella’s family, and she was blasted off the family tree after she and Septimus eloped. Arthur and his brothers had little contact with his mother’s side of the family, although they were often visted by other renegade Blacks. It was from his great-uncle Phineas that he developed his belief in muggle rights. His love of muggle artefacts came from his uncle Marius. As Marius was a squib, he was ejected by his family, and went to live as a muggle, where he became an engineer. He gave Arthur his first plug.
Arthur was the second son. He and his brothers were all sorted into Gryffindor, where they acted like typical Weasleys. Billius, who was always a bit of a hypochondriac, died in 1979 in after taking the long way home from the pub. John lives in Woollongong with his Australian wife and two children. The two brothers write to each other regularly, although Arthur has to hire a Post-Office bird to carry his mail, as poor Errol never could manage the trip.
Arthur and Molly met at Hogwarts. Both were sorted into Gryffindor. They started dating seriously, much to the amusement of Billius and John, who in the manner of brothers everywhere, loved to tease Arthur. He proposed during Christmas break of their final year, and they eloped in 1968, much to the chagrin of his parents, who, while not entirely happy about his early marriage, rather expected to be invited to the wedding.
Raising seven children on one salary was frequently very difficult, but Arthur doesn’t begrudge a second of it. He loves his children unconditionally, and wants nothing more for them than to be happy. They’ve all made him prouder than he could possibly say. He loved Percy, and while in the years leading to his death, they rarely saw eye-to-eye, Percy’s apparent death devastated Arthur. He blames himself for driving Percy away, and for not trying harder to reconcile himself with his son. He believes that if he had, Percy wouldn’t have died, and that he should have tried harder to defend his son during the fight (I’m presuming that Arthur was also present, either as a member of the Order, or of the Ministry).
As I’ve already said, what Arthur wants most in the world is for his family to be happy. He continues to worry about all of his children, particularly Bill, who Arthur feels isn’t coping well with his recent traumas, and is pushing away his wife. Arthur wants to help his son as much as he can, but just has no idea how to start.
History from student days at Hogwarts to the present time

At Hogwarts, Arthur and his brothers were, well, Weasleys. While they weren’t anything like as accomplished tricksters as Fred and George, they managed a few pranks of their own, and generally got into everything and along with everyone. Arthur was never on the Quiddich team, though he was a prefect.
He proposed to Molly during the Christmas holidays of their seventh year, and they eloped quickly after they left school. Arthur joined the ministry in Magical Equipment Control, and started slowly working his way up to his current position, as he and Molly set about raising their family.

When the second war started, he joined the Order, wanting to help out in any way he could. He was scared that his and Molly’s involvement would attract Death Eater attention to their family, particularly with the well-established Weasley reputation as blood traitors. However, he simply couldn’t stand by and do nothing.

Possibly the most important thing to happen to Arthur recently is the death of Percy. Arthur was also at the last battle, and feels that Percy’s death is his fault – that he should have tried harder to protect his son, that he let him die, by not being there when Percy needed him. He’s struggling with his grief and his guilt.
